PROPOSED WASTE LANDFILL & LAND RAISE
SITE @ ETWALL & EGGINTON I wish to, firstly, express my sincere thanks and appreciation to all of the Neighbourhood Watch Coordinators within the villages of Etwall and Burnaston for their tremendous assistance in the distribution of urgent notices to residents within the area. Thanks also to Mike Hearn who posted the notice on the Etwall Web site and to Debbie, Laura and other willing volunteers who distributed leaflets to Teachers and Parents at both Etwall and Egginton Primary Schools and at Hilton. Without your support, our community would certainly not have become aware of the Derbyshire County Council and Derby City Council “Preferred Options Report for their Waste Sites Development Plan Document”. Thank you, also, to all who sent their individual responses/objections to the Minerals Team at Derbyshire County Council and for turning up at the last Etwall Parish Council Meeting held in the Frank Wickham Hall on Monday 5th November. It was an evening in which we all spoke with one voice and that was a resounding “NO” to the Proposal. For those of you who attended as an observer at the last South Derbyshire District Council (SDDC) Meeting held on Thursday 8th November 2007, you, hopefully, will be reassured by the action of your local Council when our community received the full support of all Councillors, regardless of politics,. The SDDC response to the Minerals Team about the Preferred Options Report has clearly stated, in addition to its responses on all of the other proposals which affected the people of South Derbyshire, that this Council strongly objects to the proposal relating to the siting of a Waste Management Site at Etwall/Egginton. However, despite having the backing of SDDC and despite the views of us all, the decision as to whether the Proposal is to move forward to the next stage will not be made by your local Council but by others at County and City level. They say in their document that “when we have considered representations, we will prepare the sites DPD (Development Plan Document) and then there will be a further period of consultation when we submit the plan to the Secretary of State, probably in 2008. Finally, an inspector will conduct an examination in public in 2009. The councils will be legally bound to accept the inspector’s report and recommendations”. From information I have gleaned, it would appear that the target date for the required 6 week consultation period before the plan is submitted to the Secretary Of State may well fall around August/September 2008. Therefore we as a community must keep the momentum going and be in state of readiness. My thoughts are that we need to form some sort of “Action Group” but, as a SDDC Councillor, I regret that I would not be able to take on the role and function of Chairing such a group as it would then exempt me from taking part in any future Planning Decisions at the Council in respect of detailed proposed Waste Management Sites, and this could be detrimental to our interests. However, I would be willing to attend such Meetings to provide help and advice and to keep you informed of any developments at City and County Level that SDDC become aware of. At present, I know of at least 2 local people who would consider being part of an Action Group and I am hoping that if you have specialist knowledge or wish to contribute your efforts, you will contact me either by e-mail or phone, details of which are provided at the end of this report. I will then set a date and venue for us all to meet. Please do NOT let us be taken unawares again! |
